Corel PhotoPaint did manage to recognise the plug in, but died instantly when I tried to apply it.

For my current project PhotoPaint appears to have a couple of significant advantages: it opens MacPaint files and it creates simple animated GIFs with a minimum of fuss, as evidenced by:
